What 「 is for
The opening Japanese quotation mark, used where English would use a double quote. It is full width, so it takes a whole character cell and sits flush with the text around it in Japanese but looks conspicuously wide in an English sentence, which is often the effect people are after.
How to type 「
The shortcuts below are the built-in routes. With
